Seattle Area Roofers Apprenticeship Program

Minimum Qualifications:

      WAC 296-05-316(17)

  • AGE: Must be 18 years of age at time of the application and be able to provide I9 acceptable documents for identification.

  • Physical Requirements: Must be able to physically perform the work of the trade.

  • Applications must be filled out in person at the apprenticeship office. There needs to be sufficient English Comprehension to complete the application without assistance.

Application Process:

  • Applications are available at the roofers apprenticeship office. Call first to make an appointment. 206-728-2777.

  • Applicants who wish to receive advanced placement should provide sufficient proof of previous work experience in the industry.

  • The Out of Work List: applicant must sign onto the Local 54’s “out of work list” every 30 days until placement to retain eligibility.

Dispatch:

  • New Apprentice Registration occurs at this time with the State of Washington. A packet entailing responsibilities is included. One must report their hours and attend classes.

  • The new apprentice must check in at the union hall and register there for dispatch.

  • Once dispatched the employee must report to the contractor for orientation; this may include urine analysis and E-Verify (citizenship) verification.

Becoming a Union Shop/Billing Sheets

If a roofing and/or water proofing contractor wishes to join the union they need to contact local 54 and set up a meeting to review the Collective Bargaining Agreement. Once the contract is signed and agreed to (please note in a CBA there are no special exceptions or expectations for individual contractors) the company becomes a Signatory Contractor. To train apprentices the Signatory Contractor must contact Seattle Area Roofers Apprenticeship Program and agree to become a “Training Agent”. Then the contract is sent to the Four Trusts as a justification for billing as set forth by the jurisdiction’s Prevailing Wage Agreement. In a timely manner; two billing sheets should arrive to the employer. “The National Roofing Industry Benefit Funds” collects education and the NRIPP’s Pension Funds. “The Northwest Roofers and Employers health and security trust fund” collects Health and Welfare, Apr or apprenticeship, Vacation Funds, Organizing Dues, and supplemental pension funds. It is an advantage to review to Wage Sheet and compare it to the billing sheets to get overview of how unions and Prevailing Wage work. Sample billing sheet (may be used in emergency) NRIPP. The Pension: National Roofing Industry Pension Plan

Eligibility
You may participate in the plan if you work at least 500 hours in a plan year for a contributing employer, are doing work covered by a collective bargaining agreement or other written agreement recognized by the plan trustees, and your employer is required to contribute to the plan on your behalf.In subsequent years, you receive plan credit if you work at least 450 hours in a plan year for a contributing employer. You become vested after earning five years of vested service.

Your Retirement Date You are eligible for a normal retirement benefit at age 65 if you have participated in the NRIPP for at least five years or have at least five years of vested service. You can retire as early as age 55 if you have 15 years of vested service. However, if you were participating in the NRIPP before January 1, 2004, and you have not permanently lost all of your vested service before that date, you can retire at age 55 with 10 years of vested service. If you retire early your benefit payments may be lower because you will most likely receive them over a longer period of time. For benefits earned prior to 2004, there is no reduction for early retirement at age 60 or later with 20 or more years of vested service or at age 62 or later with 10 or more years of vested service. For benefits earned after 2003, there is no reduction for early retirement at age 60 or later with 25 or more years of vested service or at age 62 or later with 20 or more years of vested service provided you have worked at least 750 hours in at least one plan year after your 49th birthday.
